The nature and design of development organisations

Jonathan, Samwel

The paper addresses two issues: what are the type of organization needed in order to face the challenge posed by the complexity and uncertainty of development problems; and how can such organizations be designed. A flat organizational structure is proposed allowing the organization to be flexible and to respond to the needs of those who it aims to serve. Instead of a hierarchy of positions, a hierarchy of programmes should form the basis of organization for development agencies.
