Lejos de ser un proceso liberador para todos, mucho de lo que se ha hecho en nombre del desarrollo reafirma la dependencia intelectual, material y financiera de los que se encuentran en el extremo receptor de la ayuda. Algunos mantienen que el concepto del desarrollo en sí es un vehículo que exporta valores culturales y normas sociales, además de recursos, de una parte del mundo a otra, siguiendo una ruta unidireccional de ricos a pobres. Por consiguiente, la ahuda se convierte en una manera de mantener relaciones desiguales de poder y de fomentar el patrocinio.
