This is an account of the authors experience as an adviser in the Education Ministry of the Lao Peoples Democratic Republic. The article looks critically at the role of the foreign expert, the contexts in which such expertise is provided or even imposed, and the barriers to effective communication which exist. It also looks positively at what is of value once these issues have been addressed.
