The British Overseas Development Administration (ODA) commissioned studies to look at the increasingly common practice of the British government directly funding Southern NGOs, rather than going through Northern NGOs. British development NGOs' (BINGOs') attitudes to this practice were assessed, and the author discusses the hypocrisy revealed.


In this article, the authors reflect on the establishment and rapid evolution of an African electronic newsletter, Pambazuka News, an initiative that is rooted in the relationship between information and communication technologies (ICTs) on the one hand, and the struggle against impoverishment and injustices, on the other. Among the main learning points are that electronic publishing is a long-term commitment because of the trust established between the organisation providing the service and those using it.
