Brazilian NGOs: from grassroots to national civic leadership
A description is presented of the development of NGOs in Brazil from small grassroots movements into over a 1000 specialized and consolidated organizations in 1996. NGOs generally operate through one or more of six inter-related activities: applied research; grassroots organizations; training and technical assistance; information sharing; public policy advocacy; and networking. The important role they play in promoting debate on public policy at the grassroots level is highlighted. The growth of the Anti-Poverty Campaign started in 1993 through the efforts of several leading NGOs is an illustration of the influential role NGOs now hold in Brazilian society.
